Dr. Phelps was born and raised in Battle Creek, Michigan. He attended the University of Michigan as an undergraduate, graduating with a Bachelor of Science Degree in 1972. He subsequently graduated from Wayne State University School of Medicine in 1978. His internship was in Internal Medicine at Presbyterian Medical Center in Denver, Colorado. Dr. Phelps then spent two years in the U.S. Public Health Service in the state of Montana. The first year was spent in Indian Health Service where he served as general medical officer for the Crow Indian Nation. His second year was spent in the National Health Service Corporation as a general practitioner in the rural community of Harlowton, Montana, again practicing general medicine. Prior to returning to residency, Dr. Phelps spent four months as an emergency room physician in America Samoa. This was followed by a period of traveling throughout Southeast Asia. On his return to the United States in early 1979, Dr. Phelps was an emergency room physician in Michigan. He returned to complete his orthopaedic surgery residency at the University of New Mexico Hospitals from 1980 through 1985.

He has been in practice in Colorado Springs since 1985. He strongly stresses patient communication and education in his practice. Dr. Phelps has maintained an ongoing philosophy of continuing medical education and is currently performing computer-assisted total joint reconstruction and minimally invasive surgery.

Dr. Phelps is married to Amy Phelps, a physician practicing pediatric anesthesiology. They have two sons, Reid who is attending the University of Denver and is planning on a degree in medicine and Jason who attends the University of Puget Sound. They enjoy participating in the many Colorado recreational activities and actively participate in the community through the Boy Scouts of America. Dr. Phelps serves as the team physician for Air Academy High School athletic program.
